In Mohawk Watershed Symposium, Abstracts and program

Abstract

The 12th Mohawk Watershed Symposium was cancelled due to Covid-19. This abstract volume, which was essentially complete at the time of cancellation, is the record of the meeting that did not happen. Over the years this Symposium has taken on an important role in unifying and galvanizing stakeholders in the watershed. A coalition of invested stakeholders allows us as a group to tackle important issues that affect water quality, recreation opportunities, flood mitigation, and other basin-wide issues. By all measures, 2019 was a big year in the watershed. The historic 2019 Halloween Storm caused significant damage in the upper part of the watershed, especially in the West Canada Creek, East Canada Creek, and a number of smaller tributaries. Aid from FEMA for individual assistance was denied and this has caused considerable distress for those with damaged homes. A major effort this year was the work of the Reimagine the Canal task force. This task force took on a number of issues related to the entire Erie Canal, which was divided into Western, Central, and Mohawk sections. Issues included water for irrigation, invasive species, flooding, and ice jamming. The Mohawk was perhaps the most complicated because the Canal and the main stem of the Mohawk need to co-exist despite change in the watershed. The task force effort included the Mohawk Flood Assessment aimed at evaluating benefits from a number of flood mitigation strategies along the length of the River. It also acted on a separate report on ice jamming in the Schenectady Pool in front of the Vischer Ferry Dam, at Lock E7. The Vischer Ferry Dam (VFD) on the lower Mohawk has been under the spotlight for years - in part for its suspected role in causing ice jams that then can flood the Stockade of Schenectady. The Federal Energy Regulatory Commission (FERC) license is coming up, so NYPA, the dam owner, started the renewal process last year for both the VFD and the Crescent Dam, just downstream. The FERC review process can force significant environmental review of the ways in which dams integrate into the local ecosystem and relate to river hydrology. Meanwhile, the City of Schenectady continues formulating its ambitious plan to use FEMA funds to mitigate flooding in Stockade. The plan moving forward may involve elevating or perhaps moving homes in a managed retreat. This plan is intertwined with mitigation efforts for ice jamming at the VFD because jamming causes back-up flooding that can affect the Stockade. Water quality remains a central issue in the watershed and a growing number of stakeholders are involved in this effort. For a healthy and vibrant ecosystem we need clean water. The health of our waters can only be assessed from hundreds of measurements taken across the watershed by students, educators, and dedicated professionals from SUNY Cobleskill, SUNY Polytechnic in Utica, Union College, Cornell, Schoharie River Center, Riverkeeper, DEC, USGS, and others who have been addressing water quality through research. These critical measurements include quantifying the distribution, source, and fate of environmental contaminants including fecal bacterial, microplastics, nitrogen, phosphorus, and others. Stewardship and education are a critical piece of effective watershed management. Stakeholder meetings such as the Mohawk Watershed Symposium, and local water advocates (including West Canada Creek Alliance, Riverkeeper, and Dam Concerned Citizens) play a key role in identifying problems, educating the public, and effecting change where it is most needed. Youth education programs centered on water quality and ecosystem health, such as the Environmental Study Teams at both the Schoharie River Center and Fort Plain High School, insure that all our waterways pass into the hands of the next generation of active, engaged, and knowledgeable stewards. The meeting this year would have featured approximately 30 presentations covering a wide range of topics. We were delighted to see so many familiar names and we welcome those new to the Mohawk Watershed Symposium. We will be back as soon as possible. Abstract

The Adirondacks, a mountainous wilderness located in New York State, fundamentally changed in the late 19th century. Expanding rail lines, the publication of travel guides, and other economic and social factors ushered in a new era of tourism and development. As more travel routes opened towns up to settlement and growth, droves of new visitors followed suit. The era of great camps built by Gilded-Age industrialists further brought in wealthy seasonal residents and tourists alike. Recreational outdoor activities were the other part of this boom, with hiking being formally recognized as such around the turn of the 20th century. (1) The popular image of the Adirondacks has been that of a predominately modern, white-settled area that boasts nothing more than seasonal tourism. Abstract

What defines place? Typically, people, history, resources and geography comprise the identity of a location, such that visitors can glean a tenable sense of the culture. In contrast, the Adirondacks yields a multitude of identities and definitions, as its extensive and eclectic history dilutes a clear depiction of the place as a singular entity. In fact, its dualities consistently challenge itself, whether insider versus outsider legislative pressure, development versus preservation, or public versus private, the Adirondack region encapsulates contradiction. For this reason, the definition of 'wilderness' has undergone innumerable changes in turn with perception, leading to incessant battles over the land use of the Forest Preserve. Because the term 'wilderness' lacked an explicit definition, land in the Adirondacks could be manipulated for the individual perception of wilderness, as legislative mandates and decisions did not supply a concrete interpretation of the land use of 'wilderness.' Understanding the diversity of perspectives, therefore, provides the secret to the identity of the Adirondack Park. Looking at the work of two prominent citizen conservationists, John S. Apperson and Paul Schaefer, I will explore the value of preserving land in its natural state for future generations to enjoy. On the other hand, legislative mandates ultimately shape the actions of the citizenry, so understanding the history of those decisions and the evolution of the concept 'wilderness' helps to explain the everlasting discussion of land use. Finally, evaluating the current perspectives on 'wilderness' requires an investigation of the current Adirondack discussion which I will analyze through the exploits of Adirondack Wild, the Association of Adirondack Towns and Villages, the Sierra Club Atlantic Chapter and the Adirondack Landowners Association. While these groups represent a few of the different interests for the use of the Park's land, they are a small portion of the multitude of groups involved in the ongoing debate. In entirety, these differing people, organizations and systems contribute to a collective definition of 'wilderness' and the resulting use of land, revealing a dynamic and conflicting battle.

Abstract

This paper explores the longstanding debate over what should be done with the lands of the Adirondack Park. Within the park exists vibrant cultures of development for tourism, and conservationism. They are what determine the outcome of this debate. In order to avoid too broad a topic, my research will focus on the land allocation debate of the Adirondacks from the late sixties to the present. It is around this time, from the 50s-70s, that we notice an economic switch from resource extraction, such as timbering, to more hotel and second home development which propels the touristic economy. Over the past 40 to 50 years, the debate in the Adirondacks has been between land use restriction, and development of this touristic economy. The Adirondack Park Agency, which was formed in 1971, is in charge of two plans: one to manage state land, and the other to control how private property in the park is controlled. There are many who disagree with the APA's goals and presence. This is mainly due to the debate of whether APA's form of conservationism is democratic. Some stakeholders understandably do not like having extra restrictions on their private or public land.

Abstract

While quality of life continues to improve in urban America, there is growing concern that rural America is falling behind, and in harmony with this trend, the continued economic hardships associated with living in the Adirondacks highlight the increased need for tools to promote economic development within the region. While increased access to capital is widely accepted as a necessary improvement in order to create economic development, there are many techniques for increasing this access each with varying levels of success, and the challenge is often to find the most suitable technique for a region given that regions unique characteristics. One of the key characteristics that set the Adirondacks apart from other rural regions is the presence of the Park, and as this paper looks to microfinance as a tool to increase access to capital, the Park must be weighed into every decision.

Abstract

This exhibit catalog is the culmination of a generous multi-year grant from the Council on Library and Information Resources (CLIR), which is funded by the Mellon Foundation. The grant provided funds for the Schaffer Library at Union College to arrange, describe, and make accessible the archives of citizen activists John S. Apperson, Jr. and Paul Schaefer, whose work is featured in the exhibit. The roots of our national wilderness system, signed into law as the 1964 Wilderness Act by President Lyndon Johnson, run deep in the Adirondacks. Created in 1885 and constitutionally protected in 1894, the Adirondack Forest Preserve was the first wilderness area in the U.S. to be set aside as open space where resource extraction was prohibited. The vigilance and perseverance of environmental activists such as Apperson and Schaefer played a vital role in saving wilderness lands and preserving them for the future. The materials in this catalog are a sampling of the legacy of Schaefer and Apperson.

Abstract

This work explores the carbon-neutrality potential of the Adirondack State Park. This report finds that while the park currently offsets 30% of annual emissions, further intervention is needed to achieve carbon neutrality or make the area carbon negative. Research focuses on one area of emissions, home energy use, and seeks to quantify the status quo and suggest potential alternatives. Ethnographic interviews are used to establish obstacles to renewable energy implementation. A theoretical model is created that outlines one potential energy mix for home energy use that can serve the region. Given the economic status of residents, interventions suggested are intended to be feasible and socially beneficial as well as environmentally sound.

Abstract

In 1967, two visionary policymakers, Laurance Rockefeller and Conrad Wirth, proposed that a core region of the Adirondack Park be established as a National Park, under the control of the National Park Service. Though unsuccessful, the 1967 proposal addressed a range of contentions, many of which are still relevant today, and also established an ongoing debate on the advantages and disadvantages of federal versus state regulatory action. This paper acknowledges the debate, but finds inherent advantages to an expanded federal role within the Adirondack Park. Times have changed. Attitudes have changed. Tracking the resistance, resentment, attitudes and impacts from 1967, this paper argues that revisiting the idea of having the NPS assume a full or even partial management role of a core region within the Adirondack Park is promising while also acknowledging that the prospect would face significant headwinds.

Abstract

From 1837 until the early 1970s, New York City constructed a total of 19 reservoirs in the Catskill/Delaware region to meet growing demand for clean drinking water. This historically strained relationship between upstate and New York City officials due to involuntary land acquisition has positively progressed since reservoir construction. However, as New York City has utilized regulations and additional land acquisition to avoid billions of dollars in water filtration expenditures, tensions have again risen. Through interviews with watershed and state officials, this research study has found a more cooperative and trusting relationship can be built with more targeted land acquisition, greater New York City monetary support of watershed economic sectors such as tourism, agriculture, and forestry, more New York City employment opportunities in the watershed, and better communication channels.

Abstract

The mine at Gore Mountain is famous for its giant garnets and long history of garnet abrasive production. This location, Warrensburg (Wall St.), and others were examined to attempt to better understand the petrogenesis of these remarkable rocks. Our studies have emphasized the geochemistry of bulk rocks and rock and mineral separates (122 analyses), thin section petrology, and thermodynamic modeling of mineral assemblages. At Gore Mtn. the ore has the assemblage hornblende-plagioclase-garnet-OPX-biotite, and formed over a ~2 m thick transition zone from a layered olivine corona gabbro, metamorphosed at granulite facies. Petrographically the delicate corona structures and fine-grained garnets were replaced by hornblende and progressively larger garnets across the transition zone, indicating that the small number of large garnets in the ore resulted from growth driven by surface energy reduction rather than low nucleation rate. That chemical components must have rapidly migrated through the rock volume via a fluid phase seems obvious. The transition zone is compositionally the same as the gabbro in most cases, except addition of water to form hornblende. However, in the ore there are highly variable trace element composition differences compared to the gabbro. There is also a subtle, variable, loss of LREE relative to HREE. This suggests strongly channelized fluid flow. The situation at Warrensburg is not so clear because gabbro-garnet amphibolite contacts are not exposed. The big garnet rock and nearby corona gabbro have more evolved magmatic compositions than the Gore Mtn. rocks, and the chemical changes are less extreme and different. This may indicate more homogeneous fluid flow and a somewhat different fluid composition. Regional granulite facies metamorphism has been reported at ~750°C and ~8 kbar. New thermodynamic modeling indicates that Gore Mtn. ore formation took place at ~750°C and 4.5-5 kbar, in the presence of silicate melt and hydrous fluid, indicating isothermal uplift followed by fluid infiltration.

Abstract

Culverts under roadways can provide safe crossings for many animal species and are readily available, numbering over 12 million in the United States. In this pre and post construction study, I added a simple wooden ledge to 7 culverts in Saratoga County, New York to investigate their effect on wildlife crossings. A motion sensor camera was used to monitor each culvert for 2 consecutive summers, 2012 summer without a ledge and 2013 with a ledge. Six species of small mammals accounted for the 55 culvert crossings in 2012 and 58 crossings in 2013. The ledges did not increase culvert crossings or species diversity. Raccoons were the only species observed using the ledge, which they did 58% of the time in 2013. Animals appeared to recognize the roads as danger, as we found a nearly significant positive relationship (p= 0.07, r = 0.71) between traffic volume and crossings.

Abstract

For my environmental policy thesis, I investigated female forest rangers in the New York state department of environmental conservation (DEC). I looked at how their introduction into the forest service has evolved since the first female forest ranger in New York state, Patti Rudge, who took the job in 1988. I looked at common trends between retired and current female forest rangers as well as comparing their experiences to studies done about park rangers in the national park service. I found many similarities between their experiences, however there are key differences between federal and state level agencies. Through my research I was able to gain a perspective from female forest rangers of how the New York State DEC could be more inclusive, as well as what to be done to improve their relationship with the public. I also found that gender stereotypes are still a significant issue for female forest rangers. A solution to this, though not an easy one, is to push equality of educational opportunities at a young age to break gender stereotypes associated with the outdoors. This might break the stigmatization that women are not as capable of doing the forest ranger job as men are for the next generation.

Abstract

The 14th Mohawk Watershed Symposium offers an exciting and diverse set of presentations on water quality, fisheries and habitats, flooding and resilience, and recreation and stewardship. The 2021-2026 Mohawk River Basin Action Agenda, our critical guiding document, focuses on conserving, preserving, and restoring the Mohawk River Watershed while helping to manage the ecosystem services for a sustainable future. Much of the defining discussion by stakeholders occurs at the annual Mohawk Watershed Symposium, and given this watershed blueprint and ongoing environmental change, we see that the challenge ahead is enormous.

We are experiencing a firehose of environmental change. This last year (2023) was globally the warmest year on record. Winter in the Mohawk Watershed and in the Northeast US was also the warmest on record. The Great Lakes - a source of moisture to the Mohawk Watershed - have the lowest levels of ice cover ever recorded, which affects lake-effect precipitation. The North Atlantic - another source of moisture for the Watershed - is warming remarkably quickly. The Northeast has experienced the largest increase in extreme precipitation in the nation.

There are important warning signs that we may be at a key inflection point. Changes have already occurred in the Watershed, and there is widespread recognition by the public that a response is needed. We as stakeholders need to understand quickly how these changes manifest themselves in the Watershed, and we also need to develop and implement strategies to build resilience and adaptation. The firehose of change affects water quality and drinking water, fisheries, flooding, and infrastructure. If we layer on problems with our aging pipes, bridges, and dams, it is not hard to see that the problems are acute. If we proceed at a business-as-usual pace, we will fail. A critical question is how we respond to these changes and how fast we can respond. Key players in all of this are the stakeholders in the basin who can direct and shape the response.

Flooding remains a central concern of many stakeholders. Flood dynamics are changing in a significant way due to warmer winters and an increase in extreme weather events. The release of the Upstate NY Flood Mitigation task force report in July 2023 was welcome because it illuminated the flood hazard and mitigation options here in the Mohawk Watershed and in the adjacent Oswego Watershed. One thing this report did was highlight the vulnerability of our infrastructure to damaging floods. The report stressed the need for a numerical watershed model for the Mohawk, which will be critically important for understanding flood events and how the channels and floodplains are modified by extreme weather events. The task force report also highlighted the need to address sedimentation in the main stem that is driven by erosion in tributaries; this will be a major challenge.

Water quality remains a central issue in the Watershed. and a large number of stakeholders are focused on improving water quality. For a healthy and vibrant ecosystem and the ecosystem services that the River provides, we need clean water, including drinking water. Fortunately, the quality of drinking water in the Watershed is receiving more and more scrutiny due to legislation associated with the EPA Lead and Copper Rule, lead-testing in schools, and PFAS testing.

Road salt is causing considerable damage to our aquatic ecosystems and drinking water supplies. In September 2023 the Adirondack Road Salt Reduction Task Force released its long-awaited report on assessment and recommendations for salt reduction in the Adirondacks. There is hope that this report will pave the way for a statewide approach to reducing salt, because, as the report shows, the most severe problems are outside the Blue Line, and this is especially true in urban areas in the Mohawk Watershed. A critical piece of the task force report is a much-needed discussion of the regulatory standard for chloride in surface waters.

Our understanding of aquatic organisms and pollution has advanced in remarkable ways in part due to the ability to identify genetic material in water. Environmental DNA (eDNA) is being used to track invasive species that are accessing the Mohawk Watershed through the Erie Canal, and to understand how dams are keeping some native migratory fish from accessing the Watershed. Water-quality monitoring benefits from dramatic reduction in cost, and in addition the source of bacteria in polluted waters can be pinpointed using host-specific genetic markers in water samples (qPCR) using Microbial Source tracking (MST). Molecular methods are also being coupled with nutrient sampling to explore microbial populations in the Mohawk and the potential for formation of toxic algal blooms. Therefore we are at a point where we are addressing old problems with new analytical tools, and addressing new problems with those same tools.

A major concern are threats to ecosystem integrity in the Mohawk Watershed from aquatic invasive species (AIS). As we have seen in the past few years, the invasive pressure is primarily west to east, and mainly along the Erie Canal Corridor. We have watched the stunning success of the Round Goby, which entered the Mohawk and worked its way into the Hudson River. With such a high density of invasive species in the Great Lakes due to dumping of ballast water, there is pressure to stem the flow of AIS that are entering the Hudson-Mohawk from the west. This is complicated and difficult, and involves multiple levels of stakeholder engagement.

Hopefully we are entering a new era of increased communication and stakeholder engagement in the Mohawk Watershed. Stewardship and education at the community level are a critical piece of effective watershed management. Youth education programs centered on water quality and ecosystem health ensure that all our waterways pass into the hands of the next generation with active, engaged, and knowledgeable stewards in place.
